Engineering Governance Lead / Chief Engineer

Location: Hampshire (onsite 5 days per week)

Due to the nature of the work and the customers we support, the successful candidate must be eligible to meet UK Government and contractual personnel security requirements, including the applicable residency requirements for the role, and have the right to work in the United Kingdom. This is a senior engineering role for an individual with a strong background in systems engineering, engineering architecture or technical leadership, who can provide technical governance and assurance across complex engineering programmes. The Engineering Governance Lead will ensure that engineering activities are conducted consistently, rigorously and in accordance with the customer-defined Systems Engineering Management Plan (SEMP), applicable standards, security requirements and agreed engineering practices. The role will provide a focal point for engineering governance across the programme, working with engineering leads, architects, quality, programme leadership and customer stakeholders to ensure that technical decisions, engineering processes, tooling and evidence support successful delivery in a quality manner

You will work across engineering, architecture, quality and programme leadership to ensure that technical decisions, engineering practices and delivery outcomes are aligned with the customer-defined Systems Engineering Management Plan (SEMP), applicable standards and security requirements. This is an individual contributor role with no direct reports. The focus is on engineering authority, governance, technical assurance and continuous improvement, rather than people management.

Key Responsibilities

• Own and govern the engineering governance framework across the programme and systems lifecycle.
• Provide technical assurance across requirements, architecture, design, integration, verification, validation and release as the Engineering technical-authority operating at Chief Engineer level alongside the Chief Architect.
• Ensure engineering practices align with the SEMP, customer requirements, regulatory standards and security obligations.
• Provide governance and constructive challenge around technical decisions, engineering risks and architectural outcomes.
• Ensure clear traceability from requirements through design and implementation to verification evidence.
• Govern engineering tooling, including Azure DevOps Server, Jira, Confluence and Ansible, ensuring it supports effective engineering delivery and auditability.
• Govern the CI/CD and automated testing capability supporting Agile delivery.
• Support the adoption and maturity of SAFe and Agile engineering practices.
• Drive engineering maturity, continuous improvement and reduction of rework across delivery teams.
• Act as a focal point for engineering governance, assurance and escalation across the programme.

What You'll Bring

• Significant experience in systems engineering, engineering architecture, technical leadership or engineering governance.
• Experience providing engineering governance or technical assurance across complex programmes or large-scale technology delivery.
• Strong understanding of the end-to-end systems engineering lifecycle.
• Ability to understand and constructively challenge technical and architectural decisions.
• Experience in working across multiple engineering disciplines, including Networks, Hosting/Infrastructure, Platforms, Workplace and/or Applications.
• Experience with SAFe and/or agile delivery environments.
• Strong understanding of CI/CD, automated testing and modern engineering toolchains.
• Experience working in regulated, security-sensitive or high-assurance environments.
• Strong stakeholder management skills and the ability to influence without direct authority.
• ITIL v4 Foundation or above.
• Experience with ISO 9001 and/or ISO 27001.
