- Supporting the design, development, testing, and deployment of software applications and system enhancements
- Writing, debugging, and maintaining code using approved programming languages, frameworks, and development tools
- Collaborating with cross-functional teams to analyze requirements, document technical solutions, and support delivery activities
- Participating in code reviews, unit testing, defect resolution, and release preparation activities
- Monitoring application performance, troubleshooting issues, and supporting ongoing maintenance and continuous improvement efforts

Qualifications
Required:
- Bachelor's degree in Business Administration, Public Administration, Information Systems, Health & Human Services, Social Sciences, Computer Science, or related field
- 2+ years of professional experience supporting business analysis, system implementation, technology modernization, or business process improvement initiatives
- 2+ years of experience gathering, documenting, and validating business requirements, user stories, business processes, workflows, and functional specifications
- Experience supporting Software Development Lifecycle (SDLC) activities including requirements management, design reviews, testing, defect triage, and implementation readiness
- Experience using Microsoft Office Suite, including advanced Excel, PowerPoint, Word, Visio, or comparable business analysis tools
- Excellent written and verbal communication skills with the ability to translate business needs into actionable requirements
- Ability to work onsite full time in Des Moines, Iowa; a small relocation benefit is available if applicable
- Ability to travel 0-20%, on average, based on the work you do and the clients and industries/sectors you serve
Preferred:
- Experience supporting Integrated Eligibility, Human Services, Medicaid, SNAP, TANF, Child Welfare, Workforce, or other public sector health and human services programs
- Experience working on state government technology modernization or large-scale system implementation initiatives
- Experience documenting current-state and future-state business processes, use cases, business rules, and operational procedures
- Experience with Agile methodologies, including Jira, Azure DevOps, Confluence, or similar toolsets
- Experience supporting User Acceptance Testing (UAT), System Integration Testing (SIT), test case development, and defect management
- Familiarity with eligibility determination, case management, benefits administration, or citizen-facing service delivery systems
- Experience analyzing data, developing reports, and using findings to support business decision-making and process improvements
- Experience supporting organizational change management, training, stakeholder engagement, or operational readiness activities
- Knowledge of federal and state program regulations, policies, or compliance requirements related to health and human services programs
Preferred Technical Skills
- Java / Spring Boot
- REST APIs and microservices architecture
- AWS and/or Azure cloud platforms
- Docker and Kubernetes/OpenShift
- CI/CD and DevSecOps practices
- Azure DevOps or GitHub Enterprise
- Rules engines and workflow platforms
- SQL and NoSQL databases
- Automated testing frameworks and quality engineering practices
