As the Technical Program Manager, Datacenter End-to-End (E2E) Build Delivery, you will lead complex datacenter programs that span design and planning through construction, commissioning, and operational handoff. You will work across the E2E team and partner closely with engineering, construction, networking, operations, finance, and executive stakeholders to bring new cloud capacity online predictably, safely, and at scale.
In this role, you will own the end-to-end delivery of critical infrastructure investments that directly support Azure, artificial intelligence, and cloud services growth. You will define program goals, shape delivery strategies, and establish operating models that connect business priorities with execution across multiple concurrent datacenter programs. You will drive adoption of automation and data-driven decision making, create visibility into risks and dependencies, and ensure that delivery performance aligns with customer capacity needs and Microsoft’s broader cloud strategy. You will see the direct impact of your leadership in fully commissioned, operational datacenters that power Microsoft’s cloud platform, artificial intelligence services, and future growth.

Responsibilities
- Define and drive end-to-end program goals and prioritized deliverables for complex datacenter build and delivery programs, translating organizational needs and market considerations into data-informed roadmaps and risk mitigation plans across functional areas and regions.
- Lead cross-functional orchestration with engineering, design, security, construction, commissioning, operations, and other partners to design and deliver integrated solutions that meet performance, reliability, safety, and compliance requirements for large-scale datacenter capacity.
- Establish and manage program structures, schedules, and operating rhythms that span multiple datacenter projects, leveraging automation and data to track key performance indicators, manage dependencies, and proactively identify and resolve delivery risks.
- Partner with business and technical stakeholders to define success criteria, telemetry, and performance metrics for datacenter delivery, using insights to improve execution quality, live-site supportability, and continuous improvement across programs.
- Act as a trusted technical program advisor with internal and external stakeholders, leading customer and partner engagements, providing documentation and guidance, and influencing strategic decisions that improve Microsoft’s global datacenter delivery model.
Qualifications
Required/Minimum Qualifications
- Bachelor's Degree AND 2+ years experience in engineering, product/technical program management, data analysis, or product development
- OR equivalent experience.
- 1+ year(s) of experience managing cross-functional and/or cross-team projects.
Other Requirements:
- Ability to meet Microsoft, customer and/or government security screening requirements are required for this role. These requirements include, but are not limited to the following specialized security screenings:
- Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud Background Check upon hire/transfer and every two years thereafter.
Preferred Qualifications:
- Bachelor's Degree AND 5+ years experience engineering, product/technical program management, data analysis, or product development
- OR equivalent experience.
- 4+ years of experience managing cross-functional and/or cross-team projects.
- 1+ year(s) of experience reading and/or writing code (e.g., sample documentation, product demos).
- 4+ years experience managing cross-functional and/or cross-team projects related to architecture, engineering, procurement, construction management, networking, building management/monitoring or equivalent. Proven track record leading large-scale, mission-critical infrastructure and capital delivery programs, involving buildings and facilities, from planning through operational readiness.
- 4+ years experience with engineering, procurement, construction, commissioning, and technical infrastructure disciplines, including mechanical, electrical, network, and building systems.
- 4+ years experience driving complex, multi-billion-dollar programs with accountability for scope, schedule, budget, quality, risk, and contractual performance.
- 4+ years experience of leadership and influence skills, with experience leading large, cross-functional teams and aligning diverse stakeholders in highly matrixed organizations.
- 4+ years experience communicating complex technical and business issues through clear, concise, and actionable leadership narratives.
- 4+ years experience applying business and commercial acumen, including financial management, strategic decision-making, and contract negotiation/administration.

Technical Program Management IC3 - The typical base pay range for this role across the U.S. is USD $102,100 - $202,200 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $133,800 - $219,200 per year.
