Who We Are
BCG is seeking an experienced Program Technical Manager who will provide continuous, hands-on technical program coordination across PROGRESS, maintaining momentum and coherence from activity pipeline development through design, implementation, adaptation and learning from the program office in Manila, Philippines.
Promoting Growth, Resilience, Economic Stability and Sustainability in the Philippines (PROGRESS) is Australia’s new 5-year, AUD45M, flagship inclusive economic growth program, funded by the Australian Department of Foreign Affairs and Trade (DFAT). PROGRESS will elevate Australia’s direct and visible engagement on economic cooperation in the Philippines, in support of the Philippine Development Plan (2023–2028). As a pragmatic and responsive partner, Australia intends to deliver catalytic investments across a range of economic sectors through PROGRESS. These investments will support the Philippines economy by addressing issues and sectors strategic to the Philippines and Australia, such as enhancements to the business environment, support for targeted economic reforms, and support for the growth of priority sectors such as clean energy and resources. PROGRESS will also seek to develop strong ties with Philippine business leaders and key national agencies, legislators, academia and think tanks, that will create opportunities to forge connections and achieve results in areas critical to the
Philippines’ economic development.
The objective of PROGRESS is to bolster inclusive, sustainable and resilient economic growth as a pragmatic and responsive partner of the Philippines. PROGRESS has two mutually reinforcing EOPOs to be achieved by 2031 each linked to two workstreams: (1) private sector growth and (2) economic management.
- Private Sector Growth (EOPO1): Targeted reforms introduced to improve the business enabling environment and drive private sector growth.
- Economic Management (EOPO2): Strengthened economic management that supports inclusive, sustainable and resilient economic growth, including in priority sectors.
What You'll Do
The Program Technical Manager provides the continuous technical program management and coordination required to drive PROGRESS’ activity portfolio forward. Reporting to the Deputy Team Leader and working closely with the Deputy Team Leader, Delivery Co-Leads and Topic Experts, the role maintains end-to-end line of sight across activities, leads working-level engagement with GPH agencies, coordinates activity design and technical inputs, manages interdependencies and drives delivery follow-through. The role integrates flexed specialist expertise across the portfolio without replacing the sector and thematic depth provided by Topic Experts or the program management and assurance responsibilities of the Deputy Team Leader.
KEY RESPONSIBILITIES
- Coordinating the technical program and supporting translation of agreed strategic priorities and the Theory of Change into a coherent, sequenced pipeline of activities
- Leading working-level engagement with GPH agencies and other partners, maintaining continuity, clear follow-up and momentum from activity development through delivery
- Coordinating activity co-design and preparation of Concept Notes, Tasking Notes, Terms of Reference and other key technical and approval documentation
- Mobilising and integrating BCG, local and other Topic Experts and delivery teams, matching expertise to activity needs and orchestrating inputs across the portfolio
- Maintaining end-to-end line of sight across activities and day-to-day technical oversight to ensure delivery remains aligned with approved designs, the Theory of Change, Topic Strategies and intended outcomes
- Managing sequencing, dependencies and interfaces across activities, partner agencies and reform areas, and identifying opportunities to adapt, reinforce or connect activities
- Providing technical challenge and quality assurance on activity designs, implementation approaches and key deliverables, drawing on specialist expertise where required
- Supporting delivery teams to resolve technical and implementation issues, escalating material risks or blockages and driving agreed actions through to completion
- Synthesising results, lessons and emerging context across activities and feeding these into program adaptation, future sequencing and annual workplanning
- Working with the Deputy Team Leader and enabling functions to ensure technical delivery is supported by appropriate budgets, procurement, contracting, MEL, GEDSI, safeguards, risk and reporting arrangements
What You'll Bring
SELECTION CRITERIA
Essential
- Relevant experience in program management and coordination across a portfolio of activities or reform initiatives, including contributing to strategy development
- Experience translating strategic priorities into practical activity pipelines, designs, workplans or delivery actions
- Experience preparing, reviewing or coordinating written program deliverables, such as Concept Notes, Terms of Reference, tasking documents, briefing materials or technical outputs
- Experience coordinating multiple interdependent activities and technical contributors while maintaining momentum and follow-through
- Strong stakeholder engagement and relationship-management skills, including experience working with government agencies and navigating approval processes
- Strong analytical and problem-solving skills, with the ability to identify dependencies, delivery risks and opportunities across a portfolio
- Excellent written and verbal communication skills and the ability to explain complex technical issues clearly to technical and non-technical audiences
- Experience working in the Philippines or Southeast Asia, with familiarity with government institutions and the broader political and economic environment
Desirable
- Experience working on DFAT-funded or comparable donor-funded economic development programs
- Familiarity with one or more PROGRESS priority areas, such as the business enabling environment, economic and fiscal management, sustainable mining, clean energy or climate resilience, would be an advantage
- Experience supporting program inception, activity mobilisation and early-stage implementation
- A collaborative style and demonstrated ability to work effectively across technical disciplines, organisations and cultures
- Resilience, initiative and the ability to drive progress in an ambiguous and fast-moving environment
